A range of initiatives has been introduced by the Government and the NGO sector to implement various aspects of the policy however, the 'whole school culture' is not an area explored in detail by researchers or practitioners. This research was commissioned and funded by the British Council under its flagship education programme, TRANSFORM, and carried out by Save the Children in Sri Lanka.
